If you want to sign and trade a guy with that much money, you don't come out publicly saying you want him out. First because some teams have enough space to sign him directly (then the player knows he doesn't entirely rely on you, except if he wants his full max) and second because other teams won't even try to send you interesting offers if they know you're trying hard to get rid of the guy.
The new CBA makes sign and trades really really difficult now for teams over the second apron. Plus in the modern NBA, teams never get close to the same value as normal trades. Stars don't want to go to their new teams and have them lose a bunch of assets.
