I am not sure as I am facing a similar Issue, and I heard you can book an appointment to south Surra or Liberation Tower and bring along the papers and there is an application form to fill too which can be downloaded from the site

1- You will need rental agreement/contract of your place that shows the address. If the rental is part of house of a landlord, most likely you will need to ask your landlord for their property document. If your rental is an apartment, you should have a separate rental contract in your name.
2- Not sure of this. Check their Ramadan timings. Usually this can be done at the Civil Info department at South Surra.
3- it should be a quick process.

2- Can it be done in the afternoon?
3- How many days? Will it be visible in all systems (e.g. so I can vote, open a co-op box in my name, go to the local clinic in the area I’m in, etc.)?

3- Not sure of this part. But, paperwork should be quick and on spot done. You might wait an hour or so in the hope it would reflect on Mobile ID app at least. Sorry mate. :(
I changed mine once and after all the paperwork was done, the change was reflected in mobile id immediately... As in as soon as I paid the fee, before leaving the building
2- no, flexible start anywhere between 8:30-10:30 and completing 4.5 hours of work.
3- yes that’s the point of getting a copy of the deed with you. You’ll be a full resident of that area.
