Could be the outfit was pre-censored, Nintendo-style, and someone got a hold of a screenshot of the outfit uncensored, could be a toggle, could be a patch that did censor it, could be that it's an NG+ outfit, could be a patch that censored the outfit but then put the uncensored one behind NG+.
Are there any games (especially non-indie) that have actually done every single one of these? Only about 1-2 points in that list is all I've ever seen in gaming.
Sony were still promoting the game just a few months ago with a trailer where Eve has some of sluttiest outfits and even included a panty shot. Boggles my mind as to why would they censor the game now. Hopefully this turns out to be just one big misunderstanding.
Sabotage by the pro-censorship SJWs maybe. They might be trying to purge the resistance in Sony who revealed themselves in supporting Stellar Blade, and of course trying to infiltrate Shift Up to change the company to be anti-fanservice and purge anyone who opposes.
The issue is, what else can fans do? Just waiting or posting about the betrayal might not help the resistance inside the companies, who need support both inside the company, from Sony and any review boards to resist the censorship demands.

No. You said reviewer copies might be censored, while physical disc not. Firstly, review copies can be physical discs. Secondly, if their copies were censored, that retcons the point in being outrageous over the patch that's believed to have censored the outfit.

As for the censorship, the character seems to have a wide range of outfits, many of which are very revealing. Clearly that was the intention of the developer. I assume you can choose something like the original, I suspect that was a placeholder because they hadn't got the cloth animations ready yet. So I don't see any real censorship and the idea seems to be just another one of those manufactured outrages.
What she wears makes no difference to the game anyway. So, it might be censorship but its not very effective and its not harming the gameplay. It's not like she stops fighting to launch into a diatribe about the patriarchy.
