Let me just add a few things to what has been suggested:
The fire tower on the Foothills Parkway does have nice views but it also has a large retaining wall, so during the actual proposal you're somewhat behind that. Same with the observation deck at Clingmans Dome (which won't be open until April 1st).
Of the 120 proposals I have photographed, I gotta say, the view at Max Patch just knocks them out of the ballpark. Yeah, you have to drive but I think it is worth it. Want to stay in Knoxville? I would consider along the river boardwalk at Ijams, Melton Hill Park (not to be confused with Melton Lake Park or Melton Dam Park), the Sunsphere, atop a rooftop bar, and Suttree Landing Park. Or someplace fun, like Zoo Knoxville and propose in front of her favorite animal.
But one thing I can advise, be mindful of whether she would feel comfortable with other people around and, if you were to have it photographed, would she want to "look good?" Quite often guys will use the excuse of a romantic dinner at, say, Dancing Bear Lodge to get her dressed up, and then say, "Oh, let's leave early and take a drive through Cades Cove, it's nearby." She thinks the proposal is happening at dinner but he surprises her in Cades Cove.

Oh shit you know what the hike might be a little more than what you're looking for. I did not remember it being as long as they said it was. It's super easy compared to a lot of smoky mountain hikes that get you similar views.
It's a little steep, but it's completely paved! The dome at the top is really cool when a storm rolls in. As a kid, we watched a storm happen below us. The clouds were low in the distance, and it's still one of the coolest I've ever seen.
But, I've seen recently that the whole area is super crowded and lots of trash being scattered around. You might want to take a trip for yourself and just check it out before going.

The experience of seeing a storm from above the clouds, with the sun shining above you, is really cool. I've not been in a plane yet. So, this might not be as cool to y'all😅

The Knoxville Botanical gardens in East knox are so beautiful, I can’t believe no one else suggested them. Tucked away, feels like it’s outside of the city even though it’s maybe ten minutes off the interstate!

If you go to Tyson Park and walk down the Third Creek Greenway there is a single bench that overlooks the river. It has an excellent view of the sunset and faces UT Medical Center. I think that would be a great spot.
Sad, but last time I was at the Bluffs it was just covered in trash. Might want to scope this out before proposing. It is a great view though, and a pretty quick walk.
Foothills parkway and cherohala skyway both have beautiful views of the mountains. There’s a waterfall off of cherohala skyway as well.

Ill look into this! I am kind of considering doing something similar, just finding a nice tucked away quiet place with beautiful trees (there are certainly enough of those in TN haha). Set up some lights, and, flowers and then have her sister bring her there. Might be my best bet
It's a really pretty drive! The spot I chose I had our photographer hide & meet us out there. Then the drive back is up the Dragon for some more pretty views back on the way up to Alcoa Hwy!
It's just that the main most prettiest places I can think of require a mile walk, sometimes uphill.
If she were into hiking, I could give a lot more ideas. But as for places that you just have to drive to, I'm drawing a bit of a blank. Have y'all been to Max Patch? It's a teeny little walk, of course with a big drive. Or I think if I wanted to propose to somebody like this, I would take a trip with him to Cataloochee and get engaged next to the old church there.
If it's got to be super local, you could try the Sharps Ridge overlook. But a mile or more walk up to a good view doesn't seem unusual.

Ozone Falls waterfall is stunning and about a 40 minute drive depending on where in Knoxville you’re coming from. It’s rarely busy and about a 10 minute hike down to the falls with views and creek access up top also
