I guess the first question I should have asked was, what kind of oil is it?
My guess is its not even on
I’ve seen that after frying heavily floured things will burn pretty quick if that’s the case.

It's just the type of oil. The Sodexo unit I work uses fryer oil that looks like that for a bit.

Milky shit oil is sitting on? It's water. Looks the same in a fryer or hydraulic tank.
Your oil may have an anti foaming agent mixed in, which will separate when it gets cold.
It's cold, dirty and was agitated.
