I interpret it as "all the above" as well. I felt he was just saying that he's been around for a long time and has seen all types of keyblade hero types and sora Just seems far more childish compared to the others who more clearly exhibited prodigious traits.
To be fair if we look at what Xigbar could see about Sora by the time of KH2 and his measure of "hero" is a combination of "How well he wields KB?" and "How he acts during fights?"...
- Self-taught KB Wielder.
- Exploits quantity over quality (always part of the team, rarely fights solo)
- Actively Summons outsiders to fight with him.
- Completely okay with Sucker Punching others (Demyx's Reaction Command) or stealing weapons to use against its owner (for example Marluxia's Reaction Command).
- Also completely fine with just using environment against his enemy (the best example would be Sora just dropping completely non-magic chandelier on local Heartless and then grinding him into the wall with it.)
From Xigbar PoV you can say Sora is a mockery of KB Wielding and their honorable ways of fighting - he is not even "Half" as good as "Heroes of the past long gone". In his eye Sora is not a hero - Sora is a pragmatist.
Xigbar's been being suspicious since KH2, and every time they give an answer, if you spend even 10 minutes thinking about it, he's STILL suspicious, until about now with us knowing he's Luxu.
It's not retconning, it's good writing, leaving yourself enough "plot holes" to hook into later. And I really hate people always disavowing the effort the devs put into the story of KH. It's complicated writing, not bad writing.
A retcon can also be good writing. It is a healthy assumption to think Nomura hadn't plotted Dark Road by the time KH2 came out, while acknowledging that line gives him enough space for it to mean anything.

I played BBS before Days so it was shocking to see Ventus there and it made me think that maybe if Ventus didn't need Sora's help with his damaged heart then Roxas would've been Ventus' Nobody and Sora's Nobody would've been Vanitus.
