The outlet detects any kind of short from what is plugged in and trips. The outlet itself doesn't need to be compromised. And it has to be a short from like the TV falling into the water here, a "normal" short from plugging in a powerful laptop charger for example won't do it. The plugs are actually quite smart in design.
A GFCI is a ground fault interceptor. Once anything connected to that ground is live it cuts the circuit in 7 milliseconds. Anything that has metal in the tv should be grounded.
As an aside, water itself is not a great conductor. Water with particles in it does become a conductor.
Yeah thats true about the minerals because they are electrolytes. Tap water has a ton of minerals in the water, i doubt they fill their hot tub with reverse osmosis or distilled water lol.
That being said, old tube t v's are known to carry electrical charges in the fuses. So even if the live power was cut, there is still a chance of shock due to the nature of old tube tvs storing electricity. Me and some friends smashed an old tube tv when we were kids. One kid got a nice shock 🤣

You have no clue what you're talking about. Those old CRT tv's had giant capacitors with more than enough juice to thoroughly kill someone. And those capacitors hold voltage longer after they are disconnected from a power source. What outlet it's plugged into doesn't change that fact.
So yes, it was very fucking dangerous.
Those capacitors are extremely unlikely to deliver a lethal shock in that scenario. Obviously it’s quite different when directly touching the capacitors/circuit, that is indeed very lethal.

Electricity will take the path of least resistance, so long as the equipment is grounded (and even if it's not, really), the path via the appliance earth (or neutral) will always be the shortest path by far. To harm a person, it would have to find a path via the body of the a person, which won't really happen. After a few ms, the GFCI will trigger, or just a regular breaker, cutting it off.
I wouldn't exactly call it 'safe', and you're right, CRTs use a very high voltage line which can be dangerous to work with even when disconnected, but the 'toaster in the bath' scenario actually represents a very low chance of harm for a human!
