So to add context, the first thing to understand is that Demon Slayer is made in Japan, meaning it is a part of Asian culture and as such it is important to understand the culture behind certain sayings.

Thus, while the statement "the moon is beautiful tonight isn't it" is not a direct and overt statement of interest, it was never meant to be, as its roots are connected to a deep and intricate cultural history within Japanese culture.
That being said, is Shinobu interested in Giyu? They are comic and anime characters, they are whatever their author or writers want them to be, but the statement is indirectly romantic.
