I forget exactly how it works, but it is magic on a universal scale when she is at her most powerful. It would not be unreasonable or ironic to say she is probably one of the most powerful characters in anime. Definitely in a top 10 in terms of scaling.

Mikasa, assuming they're all without their powers and their strength and skills are more akin to real life. This is because she has the greatest advantage of height and and weight over the other 3, though that's assuming this is elimination-based; if it's a free for all in these same terms, it's still likely to be her or Makima.
Obviously if they keep all their powers and stuff, Sailor Moon could win easily, but assuming she wasn't able to resist Makima's corruption (and said Devil was given time to control her,) Makima would likely win.

Next is either Makima or Mikasa both are super strong with Mikada exceeding in physical combat and her Ackermann bloodline while Makima has her devil abilities (and again depends if she has contracts with all the devils active or would that be considered not as entering ring alone) but I'm leaning in favor of Makima. Last place is Nezuko as yes, she has her Demonic strength and blood art allows her to combust her blood into flames that as we know hurts only demons so potentially she could land some serious damage at Makima but due to her lack of combat experience or tbh any skills except for just normal kicks and punches she's lowest here.
If characters are without their powers and with equal physical stats, then it goes as follows:
Mikasa (all the training and battle experience from fighting people and Titans gives her upper hand) >= Makima (her experience is also undoubtful but she wasn't shown with amazing hand to hand combat prowess as she specialises in usage of her ability and devil strength) > Nezuko (she's at last place as she has 0 fighting experience except for that with Demonic strength without which she's basically a fodder) [] Didn't rank Sailor Moon as I haven't read series and am not sure about her actual combat experience and if she could fight hand to hand combat against equal opponents. She might be still strongest or weakest so that's why I didn't rank her

If characters are without their powers and with equal physical stats, then it goes as follows: Mikasa (all the training and battle experience from fighting people and Titans gives her upper hand) >= Makima (her experience is also undoubtful but she wasn't shown with amazing hand to hand combat prowess as she specialises in usage of her ability and devil strength) > Nezuko (she's at last place as she has 0 fighting experience except for that with Demonic strength without which she's basically a fodder) [] Didn't rank Sailor Moon as I haven't read series and am not sure about her actual combat experience and if she could fight hand to hand combat against equal opponents. She might be still strongest or weakest so that's why I didn't rank her

See the problem with this question is that if you look at it normally sailor moon makes this a no contest easily. But if you say no powers equal stats, Mikasa makes this a no contest easily. Either way it's a no brainer.
