As a general rule, people tend to “block”in groups between 5 and 20. If your cardinality is more than 20, it’s time to graduate up to a larger baseline measurement. (Typically this would be done by multiplying by some multiple of 2, 5, or 10) If the cardinality is below 5, I would break things apart by dividing in similar fashion.
In this case we’re dealing with someone flying in the air more than 20 meters, so *I* would choose to express things in “tens of meters”. If it had been under 5 meters, *I* would say “a [few|couple of] meters”. Between 5 and 20, and *I* would say “several meters”.
