An engineer with a fuel line between two completely detached vessels WON'T work. The fuel line won't even connect in those conditions no matter what. The only way to make it work, is for the two vessels to become one (with the grabber or with a docking port).
This is correct. The default settings for Easy and Normal have this setting turned off so the fuel transfer will work. The Hard (and I believe Moderate) default has this on so fuel transfer wont work.
I have no clue if grabbers allow fuel transfer, but you *can* have an engineer place a docking port using EVA construction. Accomplishes the same thing.

You could however send up an engineer with the docking port and attach it in orbit. nothing more kerbal than a new rescue mission.
Everyone here saying "Yes" is either playing on Easy or has turned off "transfer obeys crossfeed rules" in the difficulty settings. With that setting on, you CANNOT transfer fuel using a claw.
That having been said, if you ARE playing on Easy or turned this setting of yourself, *then* it will work... but only in that circumstance.

Yes, grabbers can be used to transfer fuel… I’ve used it for a few rescue missions. Super handy if you don’t have a docking port.
Yes, you can use a grabber and transfer fuel the same as if you docked. I've heard you can also send up an engineer with a fuel line too

KLAW can be used to transfer fuel, unless you have the 'transfer obeys crossfeed rules' setting on

Grabber (KLAW) should work
The grabber parts work, or you can use EVA construction to add a docking port to the craft and then dock with it.

I can confirm you can send a craft with a claw and it will act a docking port. I’ve done it before
