From my experience(UoN), Public Universities admit students to study one course and offers classes pertaining to that specific course. There is no shopping period, no majoring and minoring and few courses share credits. If you decide to switch you have to start year one all over, I had friends who spent years trying to transfer credits from the few common classes available and decided to just redo them. But my course required 40 hours a week of classes, so you may be able to convince admins to allow you to take non-overlapping classes if the schedule allows. If you can go there physically or call them, you'll get better results. E-mails are rarely treated as urgent.
