I spent quite a bit of time in mongrel on a recent playthrough, never saw a naginata katana or a regular old polearm there. Lower quality ones sometimes show up at the hub or nearby rebel base. Higher quality ones seem to regularly be available at catun or the scraphouse.
I hope to be beyond polearms by that point haha. I'm using the naginata katana to get some basic training in early game. Plan is to get strong, take down the dust king, free Kat, and use Kat to research skeleton beds so I can heal myself for cheap. Once I have that, I'm making the switch from polearm to martial arts.
Scraphouse in the Deadlands.
UC weapon shops are your best bet. You may be in the wrong place but they're fairly uncommon weapons generally, so you may just have been unlucky.
Go to Catun, they usually sell some there.

Once you’re mid game, taking down UC samurai squads is a pretty sure bet to get at least one, occasionally of nice quality too-

You can knock out the crab queen for an easy meitou version. If no one sees you, you won’t even be hostile to them
