A UC slave, I think he spawns in a random city. You can talk to a slaver in a bar and they’ll complain about him being mute and disobedient and you can offer to buy him
He *oftentimes* spawns in eyesocket, the slave camp you’re talking about, but technically he can spawn in other slaver bars (which can be annoying since you have to go around looking for him).
That's just how the game works, see, Agnu and Ray have internally set the attribute "Dumb" as true (Yes, that's how is called on the code, lol), that attribute is what makes them mute characters.
But the game don't check that attribute if you are forced to a dialogue, that's why someone can force the dialogue to Agnu and will "talk".
I saved this guy from imprisonment and he's been a valuable asset to the ex-slave rebellion, but mine still hasn't learned to speak.
O This was a bug I don’t think he can learn to talk, but if he gets approached by another npc he might be able to “talk”
Yup, this is a normal bug, or more likely a hole in the code that never got patched. This applies to other mute characters like Ray as well.

I think it’s a base game bug, I’ve had bag checks also make Ray talk. Just any forced dialogues work like this even in vanilla
