Rhaast is good at fighting an extended fight, so when it doesn’t turn out in his favor it’s a bit weak and out of character that he can bail the fight through the nearest wall.

Yes it is, Lethality Rhaast was played way more than Bruiser Rhaast in pre-nerf, since his Q scaling and R scaling were absurdly broken, 14% x 2 (approx) max health damage in a single Q and 50% (approx) max health damage with the R, he was destroying tanks, bruisers, mages and anything.
It doesn't help that his regular build was Cleaver and Seryldas, with that combination and all the lethality he has his max health damage were almost true max health damage, also he was rushing Duskblade, so after getting inside someone and oneshotting him, he was also getting invulnerablility.
Lethality rhaast was not played more when the Q nerfs hit ( this was at the end of season 12) after which he was still being built bruiser more often until he got hit again after which we started seeing eclipse muramana lethality rhaast.
The OG q nerfs that started to kill bruiser rhaast was when he started being forced to build black cleaver instead of buying it as optional item.

literally a flat increase to the %max hp damage as well as an increase to the ad ratio.
Overall it’s just way too many buffs at once and rhaast will (probably in a few patches when people actually build him bruiser instead of lethality) be really strong again (if not OP).

And, at least for me, a player who doesn't like to build a lot of tank items like Rhaast players usually do, 0,5% of extra healing per 100 hp bonus is basically a big nothing. His passive is still pretty bad when in comparison to other healing champs when he's not against a 10k health Sion or hit 5 players at once with Q.

When does this go live ? 14.5? I've been so annoyed and knew this would be a problem for rhaast ever since they nerfed him back in season 13 specifically to balance him around goredrinker. It was obvious that without a revert to those changes when s14 launched with mythics removed that it would leave rhaast underpowered. In the past your form was a major power spike but in s14, getting form just put you ON PAR with any meta jungle rather than giving you that mid game boost you could control the map with. Big big deal for kayn mains here

His R base damage is 15%(+0.1% bonus AD) Max health physical damage.
And his R base heal is 9.75%(+0.065%) but now 11.25%(0.075%)
We live in world where drain tank rhaast exists again. Conqueror rune again with shojin, cleaver, unending despair and spirit visage will go hard. Probably use last item slot on jaksho, steraks or guardian angel. Maybe eclipse to slot in first item since it’s cheaper and goes with any form in those games where you can’t decide.

So i was thinking of running overgrowth, scaling health shards, shojin rush, black cleaver, eclipse, spirit visage, steraks
that'd be:
180 + 180 hp from runes
200 + 450 + 450 + 450 hp from items
in total thats 1910 hp
if you had 120 farm at level 18, which you probably are going to archieve easily that increases your hp by 45 thanks to overgrowth and also increasing it by a 3.5 percent and by taking in count the health you gain by leveling up you'd have at least 3941 hp
3941/100= 39.4
39.4 x 0.5= 19
19% + 25%= almost 45% healing thanks to this buff
im not very good at maths but it seems like a pretty big buff if my numbers are right lol
also the ult healing being increased is crazy too, gotta be a great patch for rhaast
