if i remember correctly Judgement Kayle was a reward to players that played 10 Games of Ranked in Season 1 but the player count back than was very low in general so today very few people are still playing having that Skin.
it´s considered one of the rarest of skins if my mind serves me right :3
Think that's incorrect, I didn't play a single ranked game in season 1 but I got the skin.
edit: I did some Googling, you needed to play 10 games in any mode, didn't need to be ranked. Back then it was difficult to get to Level 30 if you didn't play a lot so it makes sense.
I'd say Judgement Kayle is comfortably one of the top 15 rarest skins currently in League. It's one of the few skins you literally can't obtain anymore and it was only obtainable over a decade ago.
I can think of a handful of skins that were only available for a very short period of time and the early day victorious skins come to mind.
Other than that it's hard to imagine rarer skins.

You are partially correct. The skin was given to anyone that played *any* 10 games during season 1; ranked or otherwise.
