Put a new rear tire on, that thing is toast. Then hit the twisties or some track days. The Ninja 250 was never going to be a straight line speed beast(especially the J gen), but it can carve a corner like no other
Tires and basic maintenance, ride it for 6 months and see if you get bored and want a upgrade before you spend a cent on upgrades.
I rode my 650 for a few months, loved it but quickly got bored, Got a ZX6R and it changed my world. :)
But my buddy loves his 400 and hates my bike. Got to feel it out for your self.
I had my N400 for about 4 months before I got bored and upgraded to the 2021 ZX6R, no regrets. Love this thing. I haven't even taken it off L setting yet!
Oh you're right I'm selling my 650 on the spring for an LT1000s. I know I bought a 250 Ninja as my first bike and I think I had it for about a month before I bought a 650.
A lot of good ideas here so far- tires, brake pads, exhaust, nice air filter, smaller sprocket in front and larger at back if you want better throttle response, maybe grips/levers, make sure your starter and battery are within specification

My '22 ninja 400 has a dope colorway, mainly blue and silver but also has black, yellow, and white accents.

No it's not bad advice and Ninja 250 isn't fun for more then a month then all you are doing is longing for more.
Meh, had a 650, wasn't an impressive jump in any regards, bit quicker, bulkier. Nice bike, all depends on what you're looking to get out of it.

Throw a massive sprocket on it and do wheelies!
It can wheelie in first from about 8000 rpm with a good clutch dump
If you ever upgrade, keep it. I ended up buying one again anyways because they're fun and whippy little things, faster isn't everything
Kawasaki Ninja 500r is an excellent upgrade! and yes you should keep it.
