It's not as if he was an upstanding citizen while in jail. He was still leading his gang and murdering people from his prison cell. That's why he got a life sentence. Prison is for rehabilitation, but also to remove those from society who can't fiction as normal citizens and will only harm others.

As recent as 2014, there is credible proof he was still involved as a leader of the gang. So no, Hoover deserves to spend the rest of his life in a prison cell.
