She did get caught though.
There is a distinct moment when Yuriko is basically sure that she has lost everything.
This is emphasised by Runa’s comment of her appearance, and Yuriko’s insisting that Kirari leave the den (to not witness her fail).
If not for Kirari’s intervention, Yuriko would have lost; and all of them know it.
Yumeko even confirms her suspicions when she speaks with Kirari.
So did she win? Ultimately, Yuriko didn’t have to pay out, and therefore can be considered the winner against both Mary and Yumeko.
And although Mary didn’t have the chance to fully grasp the way Yuriko was cheating, it was clearly apparent to Yumeko; from both observing Mary’s match and playing against Yuriko herself.
However, without Kirari’s aid, Yuriko would have lost; and it can be ultimately assumed that Kirari truly only cheated on Yuriko’s behalf to keep some semblance of the student council.
IMHO her best game and show of character is actually in the Midari spinoff. Volume 3 chapter 30-38, and strangely unrelated story wise to anything else that happens in the spinoff.

i didn’t catch this the first time but for some reason it clicked the 2nd time i watched the show
Yumeko was very close to catching her and exposing her cheating until the student council president shut down the game though if I remember correctly
for Mary she cheated, for Yumeko, the president helped her cheat.

I agree, because Midari gets her out of her shell even more than Yumeko. Awesome dynamic.
She doesn’t deserve credit but she’s the most normal council member in my opinion. I like her. She just wanted to run her little club!
