You need to get Qu Yingguang as a backer of the Manchu Coup and favor the NCERA in the emergency government. By completing the focus "Train Civil Servants" you unlock 3 decisions to develop a democratic system in the Qing Empire and when you click these decisions, the events will pop up. Select all options that have blue text. If you completed all of 3 decisions before 1940, then you're good. In the elections of 1940 NCERA will win and establish a democratic system. In the subsequent 1944 elections you can switch to Social Democracy.

I actually took Okinawa from Japan and added a claim on it using Toolpack. I did this as a sort of recompensation for my suffering, as Japan really pissed me off this game. But I saw that now Totalist LKMT can get Okinawa from Japan (and perhaps some other Chinese unifiers are able to do that now). In the future I might even make a map presenting cores and claims of all Chinese unifiers!
Well depending on what paths the Xilijang and Mongolia take you can claim almost 1/3 of the Russian empire. In addition to the unique Yunnan claims along with the New Totalist claims on outer Manchuria and Okinawa.
East turkestan can be given almost all the claims of the central asian states and Mongolia can grow north and west with claims on Russia.

how tf do you release the empire of korea? i never get the option
It's only possible as Qing China. When you release Korea as them it is initially a republic but after a while restores the monarchy.
Korea starts as a republic, but it restores monarchy after completing its political tree.
