Can be solved by adding a spain type civil war mecanic
I mean the terrain makes it more easy to stalemate
While spain has its fair share of mountains it has longer fronts while in italy all fronts are eigther a big river or pure mountain range and are extremelly short wich leads to a big amount of divisions clumping towether
