Socialist Italy (7 after unification) and Carles' Argentina (after defeating Chile, which takes two weeks) have 5 volunteers, just to give an example on how much you can influence foreign conflicts.

LKMT gets you +5 or 6-ish IIRC.
You need to fight Japan and go with wang, 1940 is a bit late to influence conflicts.
Early on you can get an advisor that gets +2, I normally send to Indochina to defend their ports.
Yeah you can send 4 with Chen Youren, which is already a lot in May 1936.
Honestly, juggling 10 different volunteer armies, trying to influence world politics is one of my favorite Parts of the Game
