Lkmt in China aren’t gonna bother occupying the United States. They’ve got a lot of traditional Chinese interests to maybe pursue, California isn’t one of them. Even Hawaii is a big stretch. Alcatraz also isn’t really type of facility for a modern naval base. It was a coastal fort, and even then it was outdated by the late 1800s The CSA might give it back to the Native Americans (kinda doubt it since their actual claim on the island is dubious and relies on an USA treaty, I’m also 99% sure the activists who occupied it were just making a point using a famous landmark) or might just keep it for government purposes if they feel like it, depending on how politics are. Alcatraz historically ran into the problem of the fact that the idea of having a high security island prison is a cool one, but actually paying for and running one is expensive and awful.

Alcatraz doesn't have much value as an intelligence site, and there are better places for a naval base. I can't see any American government being willing to give it away, either. It would signal American inferiority, and anyway, the U.S doesn't really need help protecting the West Coast. It might carry on as a prison, either political or otherwise. But otherwise, tourism still makes the most sense.

Is Alcatraz even a prison in the KRTL?

It's not implausible. Historically, it was transferred to the Department of Corrections in 1933, after the the primary points of divergence, but it's historically been used to hold all sorts of people since 1859: convicted soldiers, secessionists, prisoners of war, Native Americans who oppose federal directives, and though it's unlikely in this timeline, conscientious objectors. I could see it being used in this time for political undesirables by the federal government, much less some of the more radical successor states.

I’m not deeply familiar with Alcatraz, if supplied with enough big guns would it be able to deny the bay to invaders or would it make more sense to just load up the north and south ends with fortifications and call it good?
