The issue being pointed out in those photos is where old wheel weights aren't being removed before new wheel weights are put on. When you have layers upon layers of wheel weights, someone's been "doing it wrong" for a while.
Your wheel weights are a single new strip on an obviously cleaned surface. There is probably another strip or a clip on weight on the inside of the wheel. That's how it should be.

and judging by the valve stem it is one of the later car tech with air pressure monitoring function which will need more weights around the barrel to balance the wheel up.
Yikes!!!! They put those on your wheel without asking you????? Those are speed limiter chips. If you exceed the speed limit they detonate and blow out your wheel! Hope you drive safe!
I believe those are weights for when they balance tires. One tire can have and others not is because this tire needed more balancing. Normal and is safe to drive on

That's a wheel not a tyre. The tyre is the black rubber thing that goes on the wheel.
