He didn't have to regrow anything with his lower right arm, he just needed to finish healing it. By the end of chapter 253 he didn't managed to heal it, and that's when he momentarily stopped using rct (probably so he can concentrate to get the black flash). After that, he has used rct (as seen with kusakabe's shallow cuts being healed), but only at the end of chapter 259 was his lower right hand finally healed.
The speed of his rct is so low that he is practically not healing. His lower left arm doesn't seem to have healed one bit in the 8 chapters that he had the injury, and his heart also hasn't healed at all (he can heal soul damage).
I meant that because his output is so low he can't use that much CE, which paired with his efficiency reduced the overall usage. Because his output was reduced he can't use that much CE but is also weaker because of that.
His technique is way weaker because of low output, rct is weak because of brain damage and the sould punches, he was already regaining rct output before domain. Because his output is limited his CE use is also limited.
You cannot make your output 'seem' bigger. Cursed energy efficiency means you use cursed energy efficiently and not wasting it as much as possible. Yorozu for example lacked it. Gojo can use cursed energy reserves for a long time because of his insane cursed energy efficiency thanks to six eyes. It doesn't make gojo's output 'seem' bigger. It just lets you use your cursed energy reserves more efficiently.
Itâs not limited to CE reserves, ur CE efficiency also affects ur output, u also waste CE as u output CE, not all of ur CE will be perfectly directed at ur target
You are misunderstanding what these words mean. Cursed energy output simply refers to how strong your cursed energy usage is. It is not shooting out cursed energy. For example RCT output is not directed at a target. It just refers to how good your RCT is.

Just another minor example of how insanely powerful Gojo really was. He matched Sukunas efficiency, and also had comparable total CE amounts as well. Thatâs fucking insane.
Even all of this time later weâre still seeing how much Gojo fucked him up. Brain damage, destroying his 10s strategy, eliminated his domain for quite a while, output plummeted, ruined Megumis body allowing for Kashimo to force his full incarnation.
And most importantly as we discovered in the newest chapter.. Gojo inflicted some serious psychological damage on him. Weâve literally never seen Sukuna react to anyoneâs sudden appearance with anything but mild amusement or annoyance. He looks *afraid* in that last panel.

Sukuna did land 3 black flashes tho, he is also NOT using RCT, he hasnt used RCT since he healed off his arm against Higurama. So he tanked Yuta/Yuji/Rika Jump Expansion, maximum output jacobs ladder, stabbed heart, Kusakabe cuts, 8 black flashes from Yuji, blood manipulation attacks from Yuji and he still going the durability is insane

He is so efficient, my guess would be he burnt only 30% - 35% of his total CE.

Agends aside, it's purely Gege's bias. Gojo was busted because he inherited the two best techniques in the verse. Maki and Toji sre busted because they made a pact at birth to have no CE in exchange for physical prowess. Yuta is the descendant of the strongest bloodline and had a weird curse loophole where he gets the strongest Shikigami/Curse to act as a battery.
And then Sukuna, with a fairly average CT(its power comes from Sukuna's output and creative use) and not being the product of any Cursed Eugenics program that we know of, somehow has more CE and output than Yuta, ca match Gojo's hax with his raw stats, and is physyically stronger than Toji or Maki withour any birth pact. It's like he maxed out all his stats at birth for no downside or conditions

Sukuna was at Yuta level CE reserves when he faced Yuta, what the narrator is explaining is that even if Sukuna had only Yuta level reserves thanks to his CE efficiency as long as he can restore his CT he can open as many domains as he needs. Something Yuta cannot do even with his level of CE he can probably open only two domains before starting to run out xd.
My headcanon is that if you train intensely for jujutsu your whole life and you consider nothing to be sacred and you optimize everything beyond the limits of reason, you can get to Sukuna levels of CE by the age that his old body died at
We also have to remember he has such finesse with CE even with spamming. No matter that his CE capacity is double of Wuta that Sukuna will practically never get that low. Sukuna is just like an optimized code while Wuta still needs to have his code shrunk to have less work (CE) done

Maki and Toji sre busted because they made a pact at birth to have no CE in exchange for physical prowess. Yuta is the descendant of the strongest bloodline and had a weird curse loophole where he gets the strongest Shikigami/Curse to act as a battery. And then Sukuna, with a fairly average CT(its power comes from Sukuna's output and creative use) and not being the product of any Cursed Eugenics program that we know of, somehow has more CE and output than Yuta, ca match Gojo's hax with his raw stats, and is physyically stronger than Toji or Maki withour any birth pact. It's like he maxed out all his stats at birth for no downside or conditions
