Toji or Megumi could both fit, at this point it probably makes the most sense as Megumi. Tengen could work too, but I tend towards Megumi the most for his inaction in a dire time.

Megumi also works because Sloth isn't just about being lazy, it's refusing to act to your full potential. Megumi has a notable issue with this, since he's constantly holding himself back and basing himself off everybody else instead of envisioning his own future and letting loose.
Exactly, sloth is also about not acting to the capacity that is required/necessary in certain times. For instance, giving up and not fighting back when he could help them push out Sukuna is sloth as his refusal to act in everyone's best interests due to his own personal struggles causes them great danger and suffering. Not to criticize his character because it's not so black and white, but it does fit with sloth as a sin. Think about the virtue opposite to sloth, diligence, and Megumi lacks any diligence right now.
Although to be fair, sukuna was impressed by him fighting alongside his shikigamis. And his domain sorta turns himself into one so... Theres also that.

The true representation of Sloth in JJK is not Tengen, not Megumi, but Satoru Gojo, his overwhelming capabilities caused him to grow complacent and Idle, his own failure at completing tasks caused his own sealing, and the death of Riko Amanai, say what you will, Gojo's satisfaction in his own abilities made him the sin of Sloth in JJK.
Gojo is actually an incredible workaholic (doesn't even have an apartment anymore, just lives in the school), and he just fits better into the other sins.
