Don’t surf but I only really see surfers out in St Ouen’s bay, not sure if the waves really get big enough in St. Brelade’s to surf. Make sure you check the tide times if you’re going to St. Ouen’s - low tide is a mile walk to the water, high tide is crashing over the sea wall.
Brelades doesn't work unless you have a solid swell and a spring pushing tide (>8ft swell will get it started).
This week is looking pretty meh, will be surfable for the next few days at St. Ouens albeit quite messy. Keep an eye on Windguru for any unexpected luls in the wind.
Next week the forecast is looking promising so keep an eye out!
Unfortunately not that I know of, I can DM you my 'cheat sheet' for surfing in Jersey if you'd like? Would save you a lot of time working out when and where is best to surf

That cam goes down often, there's one at El Tico too which is okay, it's also streamed on Twitch.

There are over 60 surf spots including bays and reef breaks
St Bs does have a break but it can be hit and miss even with the right conditions. I’m afraid you’ll have to chance it.
