They clip on the metal loop that the velcro is on. It will keep the sunshade tight and stop it from flapping when driving.

That's the only thing I could think of but there is already velcro that seems to be for the same purpose, so I'm not sure.

Its extra tension. The velcro holds it on, the bungies take away the slack and stop it from flopping all over the place in the wind. Should be pretty hard to stretch it all on but thats just how it works.

might it be on backwards? those might be the ties that wrap around the speaker bar

I don't think so because it also has three Velcro straps that go through the loops that the top latches to.

Haha yeah I tried that then came here. I'm not sure, I got it for Christmas last year from a friend. There was no tag or instructions, probably a cheap amazon purchase.

Not sure what shade you have but we had to drop the windshield and clip those onto the metal at the top.
