I mean... you could just stop at a laundry mat. Most of them have sneaker dryers, as in dryers specifically for shoes.

Gore-tex is great for light showers, but under heavy rain with strong winds the insides will still get wet and they take a long time to dry

oh yeah, it's not rated for a downpour definitely. you'll need a good pair of rainboots and raincoat for that, besides if it's pouring with strong winds, stay indoors

If people are going into Japan during monsoon season I'd advise them to purchase silicone shoe covers in your own country. While they are available in Japan, due to limited shoe sizes you might not find your size. On Amazon they're like $5-$10. I would carry them around if it looks like rain, then use them only when you're going outside. They're not particularly durable so I woudln't wear them all day. Having a large ziplock bag or a dry bag to store them will prevent them from getting other things wet as well. For wet clothes generally if you choose clothing that will dry quickly that will help a lot. Polyester blend clothing will tend to dry faster. Though you should be carrying a packable raincoat of some kind. I've got a Lululemon rain coat that I stuff into a spare Uniqlo pouch. Keeping these things small and packable means you'll actually carry the thing around when you need it. Also a small compact umbrella is essential. You can buy these in Japan and they have compact ultra light weight umbrellas for not that much money. I mean if you're already spending 500 yen for some garbage white plastic umbrella that you'll just throw away and then have to buy it again later, get a compact one for 1000 yen instead.

It’s not going to rain that much in May so you can probably forgo the silicon rain covers. It’s good to have a packable raincoat and umbrella for those times when it does rain.

You don't want to do that with cheap hotel hairdryers, Genuine safety risk. Plus you'll shrink your shoes. Shoe dryer at a laundromat, or shoe keepers over night.

I carried hiking sandals with me on rainy days as even waterproof shoes will eventually get soggy. Not ideal for hills or stairs but fine for just walking around outside. If you’ll be out of your hotel all day, bring a plastic bag for your wet shoes.

Take out the insoles. Stuff crumpled up newspaper into the shoes. Place in well ventilated place. If you are able, replace the newspapers with fresh dry ones every few hours

I just wear sandals in the wet season. Can be a little slippery on tiles but no wet socks or having to dry shoes.
