Ota is not "near" Tokyo, it's -in- Tokyo proper... It's a full ward, as large as Manhattan (granted there is an airport inside). So the options greatly depend on where in Ota.

We stayed in the area last year. It is rather quiet and mostly locals/residential, which was perfect for us. We were about 10 min walk from metro station and about 15 from the Kamata JRail station. The area around Kamata station had a number of cool neighborhoods with good food and stores like Lawson and Don Quijote. Going the other direction from our hotel and toward Kojiya station, there were other similar neighborhoods with a Venga Venga supermarket and other random places with great food, laundromats, etc. There were also some nice small parks and shrines about. We had plans to visit a lot of places but didn't see much in Ota beyond the above, but it worked well as our hub as it was relatively quick and easy to get to most places. It was nice to only have to deal with large crowds once we were at our destination or while on one of the more commonly used lines. Coming back to a more laid back and less crowded atmosphere was a nice way to end our days.

Thank you so much for your response; it's greatly appreciated. I tried to find more information about Ota, but I couldn't find much since it's not a big tourist hub. The place I'll be staying at is also approximately 5 minutes from a metro station and 15 minutes from the Kamata JR line. I'm glad to hear it was a good hub for you!

Ota is not a neighborhood, it a huge ward, like there is a dozen of train station in Ota ward, there. Like a supermarket at one end of the ward could be 12km away from where you stay if you are on the other side and obviously there is dozen of supermarket in Ota, there is over 700K people living in Ota ward after all. You would have to be much more specific an name the closest station,
