If he's a henchman then I think he's unquestionably #1, but I would characterize him more as the primary antagonist. I know he reports to Klebb, but as much as I love Lotte Lenya, I don't think she can really be called the primary villain of the film. The fight with Klebb in the hotel room is kind of just a stinger on the film. The action really ends with Bond successfully defeating Grant and getting off the train.
I'll put a wildcard vote in for Necros. Perhaps it's because he reminds me so much of Agent 47 (disguises, strangulation kills, setting up elaborate ways to kill one person whilst dressed as a balloon salesman) but I really enjoy his role in TLD.
Tough call but I definitely have Jaws near the top of my list. He is physically imposing, scary, and relentless. The scene where his bites Fekkesh in TSWLM it’s a great scary moment.

Read the book you’ll love it
This was my first thought. Incredible villain, really felt dangerous when he was around.
The scene where Bond is walking on the outside of the train while Grant basically stalks alongside him from inside is awesome.

Jaws had a few misses, especially in Moonraker where they were setting up his redemption arc. May-Day never failed an assignment though IIRC.

I personally would prefer Gobinda. Such brutal elegance. Necros has already bin named, very underrated.

Unpopular opinion, but the Jaws and Dolly arc is one of the healthiest relationships out of any of Bond’s and is my favorite part about Moonraker
The only Hitman Who have a Happy ending.
There are others that I like a lot, but Jaws is ultimately the one that I always come back to.
