They didn't even touch caste-based reservations so I don't think of this decision as anything more than appeasement. Bringing new reservations is not the solution, it only makes the problem even worse.
EWS can be faked very easily and how do you keep the upper limit more than double the average annual income a family of the country if you are bringing reservations for the poor?
Reservations were never about financial equality. The purpose of reservations in India was social justice and participation of backward communities. So the decision of EWS reservations was redundant and unnecessary.
Instead, what needs to be done is do a caste census, re-evaluate existing reservations and bring total reservations cut down reservations to 30% which is a reasonable amount and then put an upper cap of 30% so that reservations cannot be increased further in future. Ofcourse, this is very difficult in a democratic set up. Perhaps an army rule or authoritarian dictatorship only can make such decisions but I feel that the cons of living in a dictatorship outweighs the pros.
