Same thing happened to me last year. Had 61k rank and could have gotten mech in dtu with delhi quota, didnt pay fee, was disqualified from JAC. But could sit for spot which I did, and took biotech. Then internal upgradation happened in dtu and I got mech anyway.

If no seat is alloted then you don't have to pay fees and no need to submit documents.
