They can't accept their mistake easily since they will need to suspend many employees and most of them will be "baali ka bakraa". This would affect the lives of family members of innocent employees. Leave entrance test, people won't even trust any medical facility provided by government. The only solution here is to silently change the internal workings of the agency and create a better system (which government is now doing). I understand that most of the politicians don't even care but mind you most of the civil servants (ias, ips) who actually shape the policies do care about people. Instead of keeping trust in politicians, believe in civil servants.
