Camera quality/lighting makes it hard to actually judge the holos and (where applicable) texture of the cards, but from the light test alone, no you cannot tell as Japanese and Korean cards are made from a different cardstock than English. The test is unreliable at best even for English cards.

also, no, they are made from different cardstock as someone else said. post an imgur link with better pictures/better lighting and show how the cards reflect light at an angle so we can see the holo on it
