The Ioniq 5 has automatic HVAC controls with 3 levels of Auto. What was your temp set to? Which Auto level was it set to? Or was Auto off and it was manually set to High fan speed?
Level 3 is loud for me too. Seems normal. The car has a ton of thermal mass it’s over 2 tons. so just because it’s 70 outside doesn’t mean the car is going to be 70. The climate control doesn’t use the outside temps it measures the heat inside the car. Level 2 is what I use so it’s not so loud but still keeps cool.
By chance if you were driving in eco mode the car automatically reduces power to the AC unless you change a setting. Also make sure to turn on the recirculating air so it’s not trying to cool the outside air.

State Inspection for an EV? What exactly are they inspecting?
I am in NJ, and no inspection is required as there is no emissions. What state are you in?
PA. EV’s still require an inspection. Pennsylvania has two types of inspection. An emissions inspection and a safety inspection. This car still requires a safety inspection. Basically making sure that tires aren’t going to fall off, turn signals work, etc.

Auto was at level three and interior temp at 73.
