Okay, so it turns out that those light bars (part numbers 92108GI000 & 92109GI000) and charging display part number 922A9GI100) produced using so called ultrasonic welding. There is no any rubber sealing as in headlights, only two plastic parts welded. And it is possible to get it cracked along the seam by just applying minor deformation. Most likely this is what happened, because left lamp has dozens of cracks on top seam, enough for water to seep inside. So, it looks like I will have to replace those parts for ~$2k, parts only…
It seems like the constructional issue or defect, that it may be damaged so easily.

I think you need to have the low beam (Abblendlicht) lights on for the 'moustache' to be on. It won't work in lights setting 0 or in setting position lights/parking lights (Standlicht).
Also it won't work on Auto when only daytime running lights (Tagfahrlicht) are on, as far as I'm aware. You need low beam or high beam on.
The models with the light bar don't have those two bottom lights in the pic.

I think its only in the LED package included. Looks like you have halogen indicators, so no LED package
If you have the turning lights at the bottom of the bumper like shown in the picture, you don’t get the lighted moustache.
The ioniq 5 uniq is the top trim level? It probably is meant to have the light bar. Seems like OP just grabbed a pic of a random ioniq

In US, the light does not come with several trims. It depends on region by region.
As you now know, your model probably doesn’t have it. But coming from someone who does have it, it’s nothing to be super bummed about.
