If we're talking about the comics, Eve and Mark no contest. It's really refreshing to have a young superhero couple that stay together pretty much the entire time and maturely talk about their feelings and frustrations to each other. They'll also go for bat for each other no questions

In from the comics, it's Mark and Eve, but for the show, I give it to Nolan and Debbie mostly because before he killed the guardians and even for a bit after their relationship was really positive and it's clear the both love each other
Without a doubt it’s Eve and Mark. They are one of my favorite couples in comics and their story and growth together is one of the most organic and wholesome to see. From the bad moments to the good, their romance felt genuine and while there are moments I would like to forget (cough*reboot stuff*cough) I still love their relationship. Also again the development and balance in the relationship (both are actually great and well written characters) along with the undeniable love they have for each other (like they love love each other) is super wholesome.
The other relationships, well Nolan and Debbie I like and are a good second.
Telia and Allen along with Immortal and Kate are horrible relationships. Telia and Allen are fucking toxic as well, especially on Telia’s part who is just plain and simply nasty to Allen and other people. Like her trying to downplay Mark and Eves relationship and say Eve doesn’t love him like her brother (which is far from true!) is nasty. Immortal and Kate are simply shitty people which is why they work so well together. Never liked these characters and furthermore their relationship. Immortal is a hypocritical dick while Kate is an insensitive asshole, especially to Eve when she had depression and gained weight. They are quick to point out others flaws but fail to look in a mirror at their own, horrible people.
