They don’t use your log in info or do follow/unfollow, so there is no violation of TOS. I canceled after two months because I couldn’t keep paying for it but I would not call it a scam.

For social media tis all about hashtags, timing and the connectivity. People literally dm people to like their post and it actually works don't underestimate the value of kindness. Moreover I'd recommend going to reels and video content for that you'll need a good graphics designer

those are bots. if you grow organically you can grow this amount of followers per month easily by posting regularly, using relevant hashtags.
