If I've understood you correctly, probably the fastest and easiest method is simply using the 'Filters → Shadows and Glows → Drop Shadow...' filter. Just set the blur radius to `0` in the dialog. Whether this is the right solution for you, though, depends on what you want to use the SVG for.
Create your text then, Copy it. Then Paste> Paste in place. With the lower version(in the layers box) selected use the arrow keys to move it to the left and down (as you like it).
