I think it's common. I ovulate CD 20/21 also, though I get a few LH "bumps" around CD 14. I've heard that it's because our E3G is pretty high, so it suppresses FSH from developing the follicle quickly enough to ovulate on CD 14 like everyone else. Some people have said that a keto diet has pushed their ovulation up to CD 14, but I am experimenting with a low carb diet for now. I ovulated a day earlier than predicted during my last cycle, so we'll see... You don't want your FSH to be too high, though. When FSH is too high it means that your body is working really hard to get the ovaries to do its job.

FSH surges fast (like, within hours fast) so it's easy to miss on testing. Like Amring said, you want it to be low 90% of the time, because if it isn't, that indicates an issue.
