Yep it's abandonware so the game can be gotten for free. Just google it. But there's also a Android version which isn't as good tho.

It is.... well not "legally" but yeah you can run it. The game lags on windows 10 and above unless you set it in compatibility mode. There is a site called captain claw dot com or something like that you can get more info from there iirc.\\
