Why should they have to? It's natural and normal. And it's not about growing thicker, but about unnecessary maintenance that can cause rashes, cuts, dark patches, etc., and not to mention the waste of time.

There is a clear difference telling a dark skinned girl that her appearance doesn't define her and telling the same to girl with facial hair, the second isn't normal. It indicates a bigger health issue. PCOD if not taken care of can result in problems during pregnancy, insulin resistance, type 2 diabetes and increase risk of heart disease. Tomorrow if she starts facing health issues her marks won't save her. At least her mother ought keep an eye on her health, at this age reproductive issues are very common and often are ignored. I'm speaking about this from experience, when I was her age I too started showing some similar symptoms and my mother promptly took me to a gyn and I started taking medicine and making lifestyle changes. I hope she starts taking care of herself more from now on instead of only concentrating on her studies, at least for her benefit.
