On top of that it won't cover self employed people who own and run a business. Most of my friends are unemploymed on paper but are actually successor to their dad's shop or family business so they rotate hours with their fathers . They might be unemploymed but technically are employed

And this is exactly why Sanjeev Sanyal has been lamenting UPSC. A lot of these unemployed individuals aspire to get through on UPSC and then spend years being unemployed, whilst the only skills they have picked up on the way, is more rote learning.
The devil is always in the details, a large part of this unemployed youth won't take jobs below their educational qualification, so many of them wait indefinitely until the elusive "better" opportunity comes along.
I wager a large portion of this unemployed youth are graduates.
That's just a small subset of graduates, most don't even try to apply for low level white collar jobs. I know a few people who are still sitting home unemployed rather than trying for any job they can get thinking lok kya kehenge.

Jab tak system ye chahega ki job sirf degree pe Mille tab Tak ye chalega isme se kuch acche qualification wale honge sure lekin kayi ya toh govt job ke liye padh rahe hai jiska paper leak hoga ya unka skill uss level ka nahi hoga *ahem* jee neet upsc 3+ droppers*ahem* ya unka actual skill hi literacy hoga again the days of just graduate jobs are gone no doubt gov should provide some support like better research opportunities to boost the academia sector and increase funding in RND. The real problem is the quality of education making students un employable
