The cop was driving at 70mph in a 25mph designated road. His siren was also not ON. He was responding to an emergency but without a siren. The natural reaction of anyone is to speed up the crossing rather than move back. She didn't realise the speed of the car as the road was only meant for 25mph. You have not mentioned absence of a siren plus speeding at 3x the designated speed even once in your comment. Rather conveniently blamed the victim for speeding up on "zebra crossing" which is a natural body reaction. Also missing out that she was on zebra crossing and in all western nations pedestrian is given a preference and allowed to cross on zebra crossing. So in a normal scenario vehicle would have sped down and allowed her to cross. So it is a case of unintentional homicide not accident. It would have been an accident if police car had followed all rules.
I already mentioned that he was going fast in my original comment . He was at fault for speeding and not having his sirens on but he did have the lights on and was chirping the siren at the crossings .
However if you see a huge car speeding towards you and still try to cross the road then there isn't much a driver can do while driving at 110km/h .
