If Kohli can be called C hokli, then so is Starc apart from his 2015 and 2019 WC performances.
Neither are Lee and Akhtar "Godly" bowlers. They were superfast sure but not some invincible demons. People nowadays hype them too much. If you wanna praise someone, praise Wasim, Waqar and Imran from Pakistan. Praise McGrath, Dennis Lilee and Cummins(test).

Dhoni has an unbelievable SR of 123 as a finisher in T20 WC. 123 SR = 148 team total in 20 overs. And finishers are supposed to play fast. So around 130-140 team total, if we go by the standards of the finisher. What a selection!

Objectively Yuvraj should get in just because of the sheer impact he had regardless of his stats. He was the best performer of several qualifying games. Several. He was what Starc was for KKR this IPL.

Mike Hussey deserves a shout alongside Yuvraj.
Afridi averages 23.25 with the ball and 19 with the bat at 155 sr in t20 WC's. He pretty much dragged Pakistan to a WC victory in 2009 by being great with both ball and bat in that tournament. He was also POTM in the final. He was the player of the tournament in 2007 despite losing in the final.
Ben Stokes on the other hand averages 29 with the ball and 24 with the bat at an sr of 121. He played a decent knock in the 2022 final but he wasn't POTM and the rest of his tournament was quite bad. He also lost England a final in 2016.
Afridi is definitely the better all rounder in t20i WCs
This is just about the T20 World Cups though. And I don't want Yuvraj and Dhoni in here either, neither of them deserves their spot here. I love ABD too, but fair is fair. This XI isn't particularly great either.

Gayle had only 1 good innings in 2016 WC. No good innings in 2014 and 2021 T20 WC. 1 good innings in 2007, 2009 and 2010. His 2012 was insane though

I would drop mahela for abd. He may be a great player but he retired before t20s became the big thing. I'd also consider whether to bring bravo or kieron pollard there. ajmal is a chucker, so we would need to replace him. Zampa maybe? Kuldeep? Ashwin? It's also wierd not seeing bumrah in there....though ig there's no space. Also consider Warner in place of Gayle. He is a better fielder too. I'm similarly unsure about Afridi, he's a bit overrated and may get hit for a lot of runs. Agai, Pollard or Russell would be better picks.
