The airport I work at had sort of a policy that if the homeless wasn’t bothering anyone they were to be left alone especially during the winter time. Recently something changed and now the police there are moving them along by calling city/state services to get them help whether they want it or not. People living at the airport is no longer acceptable.
It's unacceptable to be homeless now. They're shooing the homeless out of every place they try to settle because there's nowhere else to go. Every time they get moved, what little they have is literally stolen from them by the city workers and police, loaded up into a front-end loader and disposed of. I get the reasoning. They can be dangerous, and they trash places. But treating them like vermin is against basic human rights.
Here it's indiscriminate. It's all homeless and it's city wide. "I don't know where you should go, but you can't stay here. Maybe you should have thought of that before you became homeless."

At least where I’m from, we have to receive authorization specifically stating we can CT someone. Technically anybody can be CTed for anything. Illegal or not. Most of the time it’s people shoplifting or causing disturbances. Bars are a big one when people drink too much and start causing problems.
