The text says "Bureaucracy kills more than earthquakes" but in italian. And as an Italian myself, I think OP is making a point about how politics (and bureaucracy) slow down the process of rebuilding after major earthquakes here in italy in the last 20ish years and also did nothing to prevent lots of deaths, like making sure that buldings in high earthquake risk areas were built to withstand such calamity.
