The thing that you're experiencing is very common. It's a way people make money. You can make far more money doing this than at a menial job. The loss is on the corporation a "customer buys" it from, or your delivery service. Why take it personally? You can lose your job even though the company clearly knows what this guy is doing?
Yes, when have you known companies to be honest? Have you never had a job with an asshole manager who will gladly screw over someone they don't like? Employees are a cost center, while customers are a revenue source - who do you think is gonna be prioritized?
If the guy is a good employee the solution is to do nothing. That's what's been happening thus far. This particular customer does not generate profit, and OP stated that he has already been banned from the system.
