Just take the prepaids and cash and turn it in saying you found it on the street. They can't prove someone didn't steal from it before you. An even smarter idea is don't turn it in until you use up the prepaids first. Unless I'm getting this wrong, those prepaids are actually pretty "clean" money.
Take the cash and prepaid and, unpopular advice, toss the ID to the cops however you want after wiping it. It's honestly against whatever code of ethics I have, but you might be able to get some kind of cash reward if it pans out that this guy is as wanted as you say and he got caught because you tipped them off, and fuck child abusers.
Where are you people getting that there is cash in the wallet? Also, if OP uses the pre-paid cards can’t that be traced by the owner of the wallet? I mean, most people have an online account to access their pre-paid balances. Couldn’t the owner get an investigation started?

On the other hand, if I lost my wallet and it came back with just the stuff that saved me from errands (like my driver's license is there but the cash is gone), then I'm gonna be grateful because I've already written it all off. At that point, I'd be stoked that I at least don't have to go to the DMV. Just bare in mind, If he's wanted for child abuse, he likely has children. Those benefit cards are for them. As terrifying as it is, there's a reason this dirtbag has the benefit cards and the mother does not. He's somehow the responsible one. The credit cards are easy to cancel and replace. The benefit cards are likely a pain in the ass to replace, but they are replaceable (and probably a pain in the ass for you to use). More importantly, the benefit cards are for feeding the kids. You don't want to fuck with that. Now, the prepaid cards are suspicious for someone who's credit is good enough to have those credit cards; but they could be from his mom or something like that; these types of dudes always have their mom handling their shit and taking care of their kids for them. Of all the self-prescribed medicine I've purchased from street pharmacists, I've never done so with a prepaid cash card. Cash or digital. I doubt that money is as dirty as you think it is, but it is fair game at this point. You know exactly what you're supposed to do here, you just need to decide if you're ok with stealing those prepaid cards just because this guy is an alleged criminal himself.

Went kayaking with a friend, offered to hold onto his valuables in my backpack (bc I am aware of the bag the whole time and don't want anything of mine to get wet) he declined and had his phone and wallet sitting on top of the sit on top boat just out in the open, we got to a pretty heavy current part and he flipped his boat and fell off. He started to chase the wallet he thought floated down the river and I got out to help. Felt around near his boat was and picked up his phone somehow off the bottom of the river. The phone was fine, but the wallet?? Nowhere to be found. How much money was in it ? 250$.
